Very often, as has been mentioned here in another topic, it is too late to write to your local newspaper or city council or what not.
However, most cities/towns do have a local radio station, who are often rather interested to know what's going on in the neighbourhood.

Just contact them in advance by phone and you'll often find you can get on the show the following day to help you organize a protest.
