This is a document from the Government which should be taken into consideration by anyone wanting to fell a tree even if the tree has no Tree Preservation Order (TPO) against it.
It takes into consideration the :
Community value - if the locals in your area request the tree not to be felled.
Nature value - check out the biodiversity in and around the tree; if you notice eg. if bats roost in the tree, this will help your cause greatly.
Landscape value - How much will the 'look' of the landscape change if the tree is removed.
It's worth having a look and quoting sections to anyone wanting to fell any tree.
